1For the crust (first seven ingredients), beat the butter and granulated sugar for about 3 minutes.
2Add the eggs and vanilla and mix well.
3Sift together the flour, baking powder and salt.
4Add the dry ingredients to the batter on a low speed until just combined.
5Press the dough evenly into an ungreased 18X12X1 inch baking sheet, making an edge around the outside. (The dough will be very sticky so it sometimes helps to put flour on your hands.)
6Bake for 15 minutes until the crust is set but not browned.
7Allow to cool.
Topping
1For the topping, combine the butter, honey, brown sugar and zests into a large, heavy-bottomed saucepan.
2Cook over a low heat until the butter is melted.
3Raise the heat and boil for 3 minutes. Remove from the heat.
4Stir in the cream and pecans.
5Pour over the crust. Be careful not to get the filling between the crust and pan.
6Bake for 25-30 minutes until filling is set.
7Remove from oven and allow to cool.
8Cover in plastic wrap and refrigerated until cold. Cut into bars.
